The Creeper Cape is missing in the character customization capes section

We're actually already tracking this issue at MCPE-103568, so I will resolve and link this ticket as a duplicate.

This probably isn't a bug. The creeper cape was given out as a free skin pack for Minecon live last year, and you can't get the pack anymore. Only the players who got the pack before it expired should be able to use the cape.
