Only get added resource pack in the world but not in global resources

Steps to Reproduce:
1.Get the my files explorer app
2. Click on the 3 dots and then add folder to library then add the UserMGR folder
3. Then download any Texure Pack you like

4. Then go to the downloads folder and copy the .mcpack , or .mcaddon folder

5. And then go to Isolated Storage, And click on packages , 

6.Then Go to the Microsoft.Minecraft --> Local State - - > Games - - > Com.mojang - - > Resource packs and paste that there

Observed Results:
You open the game And you dont see The resource pack in Global Resources, You then create a world And check resource packs and then you see it 
Expected Results:
You expect to see "Import started" , And The resource pack in global resources
