[MCPE-106288] Must connect to wifi for server play when data is enabled

To replicate, try to connect to a server while disconnected from wifi.

Application is up to date, phone is up to date, has been restarted, app has been restarted.

Data is working for other apps, servers are pinging, just cannot connect
