Monsters glitch through the wall when attacked in a spawner farm. They do not become agressive. When you move closer, they glitch back to their original place.

I can confirm that I am also having this issue on PS4 1.16.210 . It happens with my zombie and skeleton farms, I do not have to attack them for this to happen, although attacking them does cause it to happen. I am playing on a single player survival world, no mods, etc.

I can confirm I'm experiencing the same issue on Windows 10 with mobs that are occupying a small space. They phase through the walls. They cannot seem to hit the player, but I can hit the mob. Happens with zombies and skeletons at least, though I imagine it happens with all mob types.
