Windows 10 and Pocket Edition cross play not working

Works As Intended

I was trying to play with my brother on his ipad mini on my laptop, however his world did not show up in the friends tab. I double checked everything and nothing is working. Please fix!

Win10 uses 0.12.0, and for tablets and iOS uses 0.12.1
