" in 1.0 there were few resource packs in the shop, and now that there are many" I think is Work as Intended, because it seems you have the 1st iPad Mini, and it's normal when a device gets deprecated. I mean, the more resources the game needs, the more resources the device will use.
Could you please specify your device in the description?
Have you experienced this issue in older versions?
Have you tried changing the render distance? Have you waited until the last chunk gets loaded? Please put all the information as possible, this would help a lot to fix this issue.
