First of all, THIS IS NOT THE GHOST/STATUE BUG. I've experienced that bug and it's not the same behavior.
My horses occasionally get stuck in the block they're in. I've noticed it after leashing them to a fence post using a lead and leaving them there for awhile. I can fully interact with the horse and its sprite will move within the block it's on, but it cannot move beyond the borders of that block. I can mount it, open it's inventory, attach and detach leads, etc. It just cannot move from that block whether I try to pull it with a lead or ride it. It just shifts around in that block's space when I try to move it.

This appears to be because the mob is showing to the client as being somewhere else. Not only can you be attacked by these phantom mobs, you can find them standing still somewhere else...where you cannot interact with them at all, nor do they move.
This is happening also with villagers. If you place multiple beds next to each other, the villagers will lay down and then ZOOM off in what appears to be a random direction, and at that point be lost to you. They will still be attacked and killed by zombies however.
You can resync the mob positions by logging out and logging back in, at which point they will all reappear exactly where they should be.

Pigs, cows, dog/wolves, cats and chickens also has the same problem. Some can unfreeze but my dogs and cats has stayed frozen.
