This is not new. This has been happening for years now. A ghast will start to shoot you, changing it's texture to the angry face, and then turn around and fly off. I created a behavior pack that fixes this by increasing the follow range to 128 but it still shouldn't be in game.
To recreate, go to the nether or spawn in a ghast in the overworld, switch to survival, and wait. It takes a while for the ghast to drift out of it's own attack range, but once it does it should fire a shot halfway.
