Mobs spawning at extremely low Y values in the nether

The other day I went bed mining. I picked up my ancient debris, and turned around to leave, when I got nailed in the side by an arrow. I turned and found a group of piglins at a Y value of 8. I killed them and went on my way. I was then joined by hoglins, skeletons, zombified piglins, and several other nether mobs. I ended up having to flee for my life back to the portal. 

Recreating this should be simple.

This works correctly. Mobs spawn in a sphere around the player. There is nothing that would prevent mobs from spawning at low altitude in Nether, if player is there and there are spawnable places available - places created by your bed mining.

I'm a novice behavior pack creator, so I can fix this issue myself. I still think it is strange and shouldn't be in game. (Though it does bring up some farm ideas.)
