Spawners in fortresses are empty. This has been marked as resolved before in earlier versions but i still have the problem.

"Resolved" doesn't mean "Fixed". The original ticket, MCPE-8998, is currently open for input.
As a note for the future, if a ticket for an issue that affects the current version is resolved, please add a comment there in order to request a reopening rather than create a new ticket.
