In Basalt Deltas, the basalt and blackstone do not extend all the way up to bedrock as it does in Java Edition or even previous versions. There is only netherrack and normal generation above the Basalt Deltas.

This is not a duplicate of MCPE-79608
That bug was reported fixed in 1.16.1, this is still active in 1.16.2. Other bug also has to deal with nether roof, whereas this deals with generation above the nether roof.
