You cannot place Top Snow on Composters & Cauldrons even though the Feature was introduced in 1.16.0.51 beta.

I think that it is intended because they aren't full blocks. (like chests)

@Sammyseal7 Look at the Parity section of the 1.16.0.51 beta changelog. 

  • Top snow can now be placed on composters and cauldrons
