work stations and beds aren't acknowledged in a certain area in my world. about y 50 in the over world. if i place workstations or beds in this room, they aren't acknowledged and won't link, however, if i place them in the room over, the villagers in that room will link to the workstations or beds in the other room.

yes i am 100% sure they are within 16 blocks. i can place the bed or station right next to the villager and it won’t link. i’m also positive it isn’t linking with another because there are no indicative effects, additionally none of my other villagers of any villagers in within about 100 blocks are taking the job either.
Does MCPE-79433 describe your issue?

Are the beds and workstations you are placing within 16 blocks of a villager?
If so, are you sure they are not linking to any villager within the village?
More information about the size and arrangement of the village and villagers would be needed to confirm a bug here. If you are expected each villager to claim the bed or workstation closest to it, then I'm sorry but that is just not how villages work. (See MCPE-45270.)
