whenever I'm trying to join a friend when I'm joining the world it gets stuck on locating server and then I can click out of it

We're tracking general multiplayer connection issues in MCPE-36190, so this ticket is being resolved and linked as a duplicate. The game should eventually time out if it can't connect to your friend's world, though it may take several minutes to do so.
