I made a world and started destroying the nether with beds, and I came across ancient debris on Y level 89. Ancient debris should only spawn up to Y level 22. The seed was -269606623 and the coordinates were 471, 88, -104.
Steps to reproduce:
Go into Minecraft.
Create a world with the seed -269606623.
Build a nether portal, light it, and enter the nether.
Type /tp @s 471 88 -104
Expected result: There is no Ancient Debris because it is Y level 88.
Actual Result: There is a patch of 2 Ancient Debris blocks right next to player.

Up to two veins may generate per chunk: one vein of 1–3 ancient debris attempts to generate with a periodic normal distribution (similarly to lapis lazuli ore) from levels 8 to 22, and an additional vein of 1–2 ancient debris attempts to generate randomly from levels 8 to 119.
