Mouse Smoothing Issue?

So after a somewhat recent update, I've noticed that the mouse movement seems very "smoothed" and less raw? Not sure if intentional but very frustrating for some who prefers raw mouse input. I have tried reinstalling and capping the FPS, etc to no avail. Also scrolling through the hotbar has a "smoothed" delay to it as well.
