Sponges staying dry after removing water

I was clearing out the water from a river near my base with sponges, and as I was doing it, sometimes, (about 1/3 of the time), when I placed a sponge, it removed water, but did not convert into a "wet sponge" and stayed dry. If it helps, the river was going through a desert biome.
