Snow top block do not drop snowballs

Works As Intended

When I mine snow layers with my shovel(I tried with stone and wood), the mined block doesn't drop snowballs. Is it beacause of the snowfall?

Works by design. Use a shovel (tap) on a snow layer to obtain snowballs.
