Glow item frame does not come after normal item frame in the Creative inventory

Summary:
The glow item frame comes after the powder snow bucket instead of the normal item frame in the Creative inventory.

Steps to Reproduce:

1. Open the Creative inventory

2. Go to the Items tab

3. Notice where the glow item frame is

Observed Results:
The glow item frame comes after the powder snow bucket.

Expected Results:
The glow item frame should come after the normal item frame.
