Empty sub-MOTD prevents server from appearing

Steps to reproduce

1: Create a custom server and set the sub-MOTD to blank

2: Start the server

3: No ping will show - the server is "unreachable".

4: Shut down the server and add a single character to the sub-MOTD

5: The server now shows in LAN

Observed results

When the sub-MOTD is empty, the server is unreachable.

Expected results

The client will still join even with the empty MOTD. 1.16.200 can join such a server successfully.
