[MCPE-118466] MCBE multiplayer bug

MineCraft Bedrock Edition multiplayer bug (Android Only).

Players who are not connected to a WI-FI network cannot create a host for their world, as the "Multiplayer" option is disabled by itself.

Because of this, it is not possible to start the multiplayer using WI-FI Hotspot or Xbox services.

Pleace fix it.
