Can't open the potion effects menu when in a boat

You cannot view potion effects in a boat of any kind. This makes it hard to view how much duration the potion has left to effect.

Tapping on the potion effects icon on the side of the screen while you are in a boat does not display the potion effects menu. I expected that tapping on that icon would display the potions effects menu just the same as it does when you are in a minecart or just walking around.
