Fire not disappearing on Overworld

When placing netherrack and fire on top of it with the gamerule that avoids fire from spreading, if you mine the netherrack before taking out the fire on the Overworld, the block and the fire disappear... but the burning effect that the fire produces is still there; therefore, it burns you an invisible fire.
