Powder snow slows down flying fireworks

This bug report is a parity issue with Java.

Summary:

In the bedrock version, powder snow slows down the flight of fireworks, and in the Java version, powder snow does not slow down the flight of fireworks.

Steps to Reproduce:

First option

1. Take powder snow.

2. Place powder snow two blocks high.

3. Enter the center of the blocks.

4. Take fireworks.

5. Fire up the fireworks.

Second option (using a crossbow)

1. Take powder snow.

2. Place powder snow two blocks long.

3. Take the crossbow.

4. Take fireworks in your other hand.

5. Load the crossbow with fireworks.

6. Shoot through powder snow.

Third option (using a dispenser)

1. Take powder snow.

2. Place powder snow.

3. Take dispenser.

4. Place dispenser (face in powder snow).

5. Take the fireworks and put them in the dispenser.

6. Activate the dispenser (for example with a button).

Observed Results:

Powder snow slows down fireworks.

Expected results:

Powder snow does not slow down fireworks (how it works in java version).
