Command Block CLONE not working the first time

Steps To Reproduce: 

1. Place a command_block on the ground.

2. Add this CMD

( clone ~ ~ ~ ~ ~1 ~2 ~ ~ ~20 ).

3. Place a RedstoneLamp on each side of command_block(X, Z, -X, -Z).

4. Place a stone button on top of each RedstoneLamp.

5. Click one of the stone buttons.

6. Shift and place a torch on top of the command_block.

7. Click one of the stone buttons.

8. Go to the cloned command_block and click the stone button.

Observed Results: 

1. The first time the cloned command_block will not work.
