Can't place small drip leave

Small dripleaf can be placed on 

• Clay (under water or without water above) 

The Next blocks need at least one block of water above

• Dirt

• Coarse dirt

• Grass block 

• Moss block

• Farmland

As Sir_Cyberstein mentions Small Dripleaf can be placed on certain block. So, on which have you tried to plant it?
