Steps to reproduce: Make sand or gravel fall on bottom slab. Repeat and/or try to mine it (shovel or hands).
EDIT: There must be air below the slab.
Affects trapdoors as well (found by @unknown)
Original report: There are actually four blocks (two sand blocks, two gravel blocks) on the picture. I did try to mine them (using shovel or bare hands) and it is damaging the tool but not breaking the block. I did save the game and reloaded and those were still there (originally only with sand, I tested gravel as well when I found this). They break eventually, sometimes after few seconds, sometimes after quite a lot of time.

The condition seems to be that there must be air below the slab:
[media]It broke after alt-tab to write this and back to check:
[media]Same test with gravel and shovel - tool damaged, blocks not breaking:
[media]Can reproduce, this also affects trapdoors.
The sand immediately breaks when a block is placed below the slab while the sand is in its entity state
This also happens with powder concrete, for me it turned the block into a ghost block where the only way to break it which they shouldnt when falling from the height i was testing at was to place blokc under the slab or break the slab wich breaks the powder block
