Goats doesn't spawn in snowy slopes anymore

When you look around in the new mountain biome, on snowy slopes biome, you should find some goats, but in the latest beta, they don't spawn at all. Instead, they spawn in the extreme hills biome, like on Java and before the addition of the new mountains on Bedrock. According to the spawn rules, the biome required to spawn has changed, so the issue can be resolved by simply reverting back or adding the snowy slopes biome.

Steps to Reproduce
1. Find a mountain biome, especially snowy slopes
---> ❌ You can't find any goats spawning.
2. Find an extreme hills biome
---> ❌ Goats spawn there instead.
