[MCPE-12453] Survival multiplayer freezing when screen is off, but works fine with screen off in creative!

So im running a copy of mcpe on my unused quadcore phone with 2gb ram.
If it runs a creative map - everything works fine with screen being off.
But a survival map with screen off - server is visible, anyone can connect to it but no one can do anything (even move) until screen is turned on again.

I related MCPE-13342 because in that ticket, presing the home button (task switching away from MCPE) on the host device causes all other players to be kicked off the server.
