Water columns with soul sand don't make bubbles, No water elevator going upwards,

First I put the water at the top of the water elevator, 

Then go down and place a block of dirt,

Then get kelp and go all the way up, 

Go back down and replace dirt with soul sand,

No water elevator, No bubbles, And no Water Column going upwards,

Can't upload video because it's too long,

In picture below is a skeleton standing in source blocks of water that isn't taking him upwards,

 I found this bug in 1.16.230.54 while I was building a Skeleton farm, Which I can't make now because the water elevator isn't working,
