When in the nether ambient noises do not play frequently. Even though in the 1.16.220 changelog stated that it was added.
Developer notes
1. I did re-download the music pack because I was told that’s how you get the ambient noises
2. I have all music setting on (only setting that was off was music so I can hear them)
