[MCPE-125115] New noise cave generations start generating under rivers/lakes

The Bug
The new noise cave generations are generated under rivers/lakes at sea level, whereas on Java, they only started to generate when they're quite deep inside terrains.

Weirdly, the new caves are added to Bedrock when they're removed from Java.

@unknown Java new caves are technically still in the game and can be enabled by using data packs.

Edited the description to describe which cave types are affected, I do not mean aquifers, that is intended.
