Underwater visibility is very poor

Have I noticed correctly that this poor visibility occurs only with Night Vision effect?

Both of them, with poor and poor visibility, especially under caves, with darkness in faraway places

This issue occurs in the most recent Beta 1.17.10.21 as well.
