When Education Edition is set and the world set to immutable, the worldbuilder ability does not function as it should. Quite simply if you're in creative gamemode you can break and place blocks, regardless of the worldbuilder ability setting true/false. If you're in survival gamemode you can't break and place blocks, regardless of the worldbuilder ability setting true/false.
