Steps to reproduce
Open [mediaInline] . This world contains a stone cube at Y 50 with glow frames and a normal frame inside, and levers to toggle the time of day between noon and midnight, and to toggle a redstone lamp.
Flip the the bottom lever back and forth, observing the glow frames.
Flip the top lever.
Flip the the bottom lever back and forth, observing the glow frames.
Expected results
Glow frames look the same regardless of light level. In bright light they look like normal frames.
Observed results
Glow frames are bright at noon and dim at midnight. In bright light (with the lamp on) they close to normal frames at noon, and at midnight they are much darker than normal frames.
Analysis:
The bug is that glow frames have a gray shading that changes in intensity inversely with the dimension’s sky light level. Glow frames do not go dim at night in the nether. They do go dim in overworld thunderstorms (see beginning of video below), and they even flash when lightning occurs (at 0:35 below), and in vibrant visuals they experience shadows from clouds!
Repro steps:
1. Place a glow item frame.
2. Change time to midnight.
3. Place a light source next to the glow item frame.

doesn't appear that nearby light sources affects it. its fine at noon, but then turned dark at mindnight, regardless of nearby light sources
It turned dark at the time player can sleep. Affects 1.17.20.22
The brightness of the glow item frame is based on the time of the day, weather, and does not affected by any light source. You can test this inside a dark cave and try setting the time to day and night. These mean players can use item frame instead of the clock since it is more accurate to tell when you can sleep
Still an issue on 1.18.0.27, however I think the title should be changed. Light blocks don't affect glow item frames, as silentwisperer and TrinhKieuLong said, it only gets affected by the time of day.
Earlier comments are correct that it is only the time of day that affects the glow item frame brightness. Placing a light source next to the glow item frame as repro step (3) states only helps to make the issue easier to notice, because then the item frame clashes more with the blocks around it.
The item inside the glow item frame remains the correct brightness at all times.
@@unknown I think you are trying to describe that the glow item frame doesn't receive light from the surrounding light sources. Causing it to appear dark / grey. Is that a right assumption?
