Minecarts do not go slow underwater

Snapshot 20w45a added waterlogged rails to Java Edition, a feature which has always existed in Bedrock (MCPE-32561). However, it also made minecarts move more slowly underwater than on land. In Bedrock Edition minecarts move at the same speed on water and land.

Steps to reproduce

  1. Load

  1. Press the wooden button.

Expected result

The cart that passes through water slows down and/or doesn't go as far as the cart that does not pass through water.

Actual result

The carts move at the same speed throughout and go the same distance.

needs it should have been slower than upstairs ,but unfortunately it has not been added yet.

The bug tracker only accepts reports for parity differences between Java and Bedrock that have been introduced since the Buzzy Bees update. The issue you are reporting is much older than that, so it should be reported on feedback.minecraft.net.

Sorry, I was mistaken. I just found out that Java only added waterlogged rails in snapshot 20w45a, and they made minecarts slower under water at the same time. I will confirm this as a parity issue.
