Parrots on the player's shoulder do not take freezing damage inside powder snow

Related to MC-206107

When the parrots on the player's shoulder are inside powder snow, they don't take freezing damage at all, while the player itself does. The parrot doesn't start to take damage until the player dies.

Step to Reproduce
1. Place down some powder snow (at least 2 blocks tall),
2. Tame a parrot, get them to your shoulder,
3. Get into powder snow and take freezing damage
---> ❌ The parrot doesn't take freezing damage.
