I bought Minecraft Bedrock 10th Anniversary Edition and I could wear the cape. I haven't seen it as an option for a while. The only option allowed is the pancake cape. The game glitched where I can wear a skin that has the 10th anniversary cape on it but that is the only way to wear it now. The image shows the skin I use it with and how it is also not an option.
