Azalea and flowering azalea can be placed in the water block

This bug report is a parity issue with Java.

Summary:
In the Java version, when the azalea is placed in a full block of water (not flowing), it breaks. In the bedrock version, the azalea does not break in a full block of water.

Steps to reproduce:

1. Find a small body of water.

2. Place the azalea under the water.

Observed results:
Azalea will stand underwater.

Expected results:
Azalea will break almost immediately.
