When using an anvil to combine 2 items then getting shot by arrow from a skeleton (not die) My hotbar and the two items in the anvil was cleared. Pls fix as I lost all my netherite tools.

In my instance I was shot by a stray and the circumstance may have to do with the fact that the device was very laggy at the time (playing on server with poor wifi). I have tried to recreate this in 1.17 and I have not done it successfully.
Heavy lag very often is a contributor to problems like this, so you're probably on the right track. Unfortunately, the devs usually need to be able to reproduce an issue before they can find the bug that causes it. They might, when a bug is affecting a lot of people, try guessing at what could cause it, but that's a bad situation because if they can't reproduce the problem, there's no way to test whether they've guessed right and fixed it for real. So I'm afraid I'm just going to have to resolve this report as Cannot Reproduce. Maybe someday somebody will find a way to make it happen at will, and then we can get a handle on it. Sorry.
I was not able to reproduce this in Windows 10 1.16.221 Hotfix. I placed two enchanted iron pickaxes into the anvil interface and waited while my 2nd player shot me with an arrow. In my case I was knocked back away from the anvil, so the interface closed and the items went back into my inventory.
Could it be that you were in the actual act of moving the combined item to your inventory at the time you were shot? There could conceivably be a bug that requires very precise timing of the arrow strike. Are you able to reproduce this in a controlled setting, and tell us how? Unless we can reproduce the problem, it will be very difficult for the developers to find and fix it.
