More candles can be added to candles placed without any support block

Summary:

In Java Edition, if the candles stand without support (for example, in the air), then new candles can no longer be added to them (if there are less than 4 of them in the block).

Steps to Reproduce:

1. Place 1 candle.

2. Break the support block underneath.

3. Try adding more candles to this candle.

Observed Results:

You have succeeded in adding a few more candles to the flying candle.

Expected Results:

You cannot add more candles to candles without support (to match the java version).
