Blocks cannot replace hanging roots

This bug report is a parity issue with Java.

Summary:

All complete blocks (and some incomplete) cannot replace hanging roots. This does not correspond to the Java version.

Blocks such as big dripleaf, small dripleaf, glow lichen and others should also replace roots.

Steps to reproduce:

1. Place hanging roots.

2. Try replacing hanging roots with blocks.

Observed results:

You cannot replace hanging roots with blocks.

Expected results:

The hanging roots will be replaced with blocks.
