The iPhone Xr’s screen, although different from the iPhone 12 and 12 pro’s, has smaller bubbles and smaller sizing than the iPhone 12/12 pro.
Both the iPhone Xr and the iPhone 12/ 12 pro have the same size of screen (a 6.1 inch display). However, the iPhone 12 and 12 pro have bigger buttons to press. This is not the case for the iPhone Xr, which is stuck with the smaller buttons that are feasibly impossible to press. I expect to see bigger buttons after testing out Minecraft on the iPhone 12 at a nearby store. I am not sure if there is a technical reason behind this die to the iPhone 12 and 12 pro’s better performance, but there should be no reason why the iPhone Xr should lack the larger button sizes.

Is this still an issue in the latest version (1.17.11)? If so, can you please add it to the affected versions (or mention it if you are not the reporter).

This isn't how GUI scaling works, it depends on screen resolution which is different between both models.
The reason why the buttons are bigger on the on the iPhone 12 is because the resolution of the screen is high enough to allow for a GUI scale offset of -1 which has much smaller buttons when you are enabling it but it has bigger buttons when no offset is enabled compared to screens like the iPhone XR has where the resolution is to low for allowing an GUI scale offset. To make it clear when a screen doesn't support a GUI scale offset the buttons are smaller compared to screens which support a GUI scale offset but don't have it enabled. That's the reason why the iPhone XR has smaller button
