Created a new (1st in world) nether portal and when going through I was on top of the nether. Cannot build anything as an error message "Height limit for building is 128 blocks" is received and have to die of starvation to re-spawn.
Handset is an LG G4. Only background android programs running.

This somewhat relates to MCPE-10858 but I think it's not the same. Here's my hypothesis:
The portal finding algorithm first searched for an existing active portal in the corresponding area of Nether. Since it was a new world, no such portal existed.
The game then searched for a valid location for creating a portal, i.e. 3×4 solid blocks with air 4 high above all 12 blocks, according to the wiki. Unfortunately that failed too, because there was nothing but air and lava in the target chunk.
In this case the algorithm was supposed to create a 2×3 platform of obsidian with air 3 high above at the target location. However in reality, it simply gave up creating anything and then spawned you in the air.
Since you were spawned in an invalid location, the game teleported you onto the next available platform in Nether just like MCPE-10858.
The said platform was the bedrock layer so you were screwed.

It happened to me but when i changed the game mode or closed and reopened the world.
