Fire is not visible but the effect is still there. After mining the block below where the fire supposedly is, the effect was still in the same spot. I have only tested this in the nether, and I have seen it happen on multiple blocks (so not just netherrack). This could just be a visual glitch or it could also be an error in the coding.
