Cod fish are not spawning even with proper conditions met

I've noticed while fishing, swimming, exploring and mining underwater cod do not spawn. Salmon spawn just fine. The weird thing is while fishing you can still catch cod. 😃

It looks like your in a river which Cod can't spawn in you need to be in an ocean biome for cods to spawn
