I doubt that this was intentional, but when I place water down in the end biome, axolotls spawn in the 1 bucket that I place down. In the exact instance, I placed water to protect me from an ender-man and 4 different axolotls spawned and crawled to the void. This happened more than once and can be quite annoying and I think that it is a problem. Sadly I didn't take screenshots but it is pretty clear what is going on. Anything will help, thanks.
