Mobs will not spawn with in a certain distance from the player, if you are right there watching they will not spawn, maybe if you move 30 or so blocks away.

This issue is incomplete. Please write a better description to validate your bug. Did you wait for them to spawn at a distance or were you some place else away from the spawning area when you expected them to spawn.
