Every other person i see is always a steve skin and i have asked around and its the same for other ppl too on servers and in multiplayer everyone is always steve and not the skin they have chosen

Can confirm. It happened to me and my friend. I had trusted skins off. It happens randomly during gameplay.

In Settings > Profile, is "Only Allow Trusted Skins" enabled? If so, does disabling fix the issue?
