As long as the player has natural regeneration (not hungry), powder snow deals freezing damage every 4 seconds, instead of the expected every 2 seconds. Only affects the player. Makes so that powder snow is less effective as a trap, being possible to escape even under mining fatigue, wich was not the case in previous betas
